(43)9 does not seem to me to go far enough, so far as the Civil Service is concerned. Whether we like it or not, we shall just have to continue billeting for some months after Stage A, and although compulsory powers are I think, very seldom used on behalf of civil servants, it is obvious that we must have them in the background, I agree with the conclusion that any announcement which suggested that special compulsory powers may be retained in favour of civil servants would go very badly; but what I deduce from this is that compulsory powers should be retained for some months in favour of all billetable classes, even though in practice only civil servants, plus perhaps a few transferred war workers, have to take advantage of them.
