have to be justified after the war is over, as necessary for the public safety. Regulation 42B which enables cinemas to be opened on Sundays in places where large numbers of His Majesty's forces are quartered, will no longer be securing the efficient prosecution of the war by maintaining the morale of the troops, and it may be difficult to say that its use during the demobilisation period is necessary for any of the other purposes set out in s.1 (1) of the Act. Where offices have been removed under Regulation 86, presumably because of the risk of air-raids or invasion, it may be difficult to justify their remaining in a place to which they have been removed long after such danger has ceased to exist.
