The Committee had before them a memorandum (Gen. 24/6) covering the draft of an Emergency Powers (Transitional Provisions) Bill which had been prepared in pursuance of a decision of the Reconstruction Committee. Clause 1 The Committee discussed the question whether the Bill should directly extend the scope of the regulations in the First Schedule to cover the purposes of the trans- itional period or whether the Bill should remain in the present form under which the extension is effected by Order-in-Council.
