Subjects covered in the file include billeting for evacuated war workers and children; the maintenance of public morale; trade with enemy territories; punishment for crimes such as espionage to aid the enemy; the rationing and pricing of commodity foods; and the control of newspapers, entertainment, and public use of postal and telegraphic communications.
