Should the -2- Government lay down the broad lines of policy which Publishers would be expected voluntarily to follow in deciding their future publications? If so what form should such a statement of policy take e.g. should the statement express a preference for reprints as against new titles, for standard works, for children's books etc? (vii) At present no Department takes a General responsibility for the publication and production of books. Should the Board of Trade be invited to accept this responsibility? (viii) (Initialled) O.
