A further possibility would be to alter the present distribution of the 85 million books produced with present capacity, as between cased and flush bound books by directing that a higher proportion should be of the latter type. This might result in some loss of total production, as the labour which is now employed on the book-casing machines could not turn out, at any rate at first, so many books by hand production. The objection to this would be that the production of limp and flush bound books is only suitable for books below a certain size, so that it would only be appropriate to take such measures if it were also to be decided to alter to some extent the type of book to be produced.
