Memorandum by the Lord President of the Council. 1. In accordance with the conclusions of the 27th Meeting of the Lord President's Committee (L.P. (42) 27th Meeting, Minute 3), I have arranged for a Sub-Committee to be set up with the following terms of reference:- "(i) To review the present position with regard to the supply of books and in particular the present arrangements for the circulation of existing books, for the distribution of the supplies of material made available for the production of new books and for the allocation or reservation for that purpose of labour and capacity.
