I am anxious to make a statement in the House on this subject, on the lines of the draft attached at Annex A, before my departure for India, and I have therefore ventured to circulate the Report for the immediate consideration of my colleagues without awaiting the comments of the Chancellor of the Exchequer on the financial implications of the Committee's recommendations. I must make it clear that, notwithstanding the terms of the draft statement, the financial implications of the Report have not yet been fully considered by the Chancellor of the Exchequer.
