-2- 4. As to the second possible method, it has throughout the war been the policy of my Department that, where the raw materials available to an industry are only sufficient to enable it to work to a relatively low proportion of its capacity, those materials should be shared out in accordance with the usage of the firms concerned in sane basic period. It is true that, as the Minister of labour points out in his paper, such a policy should be reviewed in the light of changed circumstances, but the full implications of any such change should be appreciated.
