the ground that, though there is no clear breach of the Factory Acts, the premises are unsuitable for the purpose as regards construction or on hygienic grounds; but they point out that, even if such powers were obtained, they could hardly be used in practice in a general way unless alternative accommodation is reasonably available and that at present sufficient suitable buildings do not exist. They then consider methods of promoting the construction of such buildings. 5. From the practical point of view, the availability of suitable alternative accommodation for the "slum" factories is obviously the crux of the problem; the Committee's report raises matters of difficulty and general policy which were beyond the Committee's scope and I append in full a copy of that part of their Report (Part 5) which deals particularly with the means of housing small firms.
