OFFICIAL COMMITTEE ON THE DISTRIBUTION OF INDUSTRY PANEL A Further Industrial Development in Greater London Principles to be followed 1. This paper sets out the principles which, in the view of Panel A, should be applied in the consideration of building projects in the Greater London area (i.e. approximately the area covered by the Abercrombie Plan). 2. It is assumed that (a) following the unanimous recommendation of the Barlow Commission which found expression in assumptions 1 and 3 of the Abercrombie Plan, Departments should accept as an aim of planning policy that on social economic and strategical grounds further overall growth of industry and population in Greater London should be stopped; (b) Departments should, therefore, be prepared in appropriate cases to refuse approval to industrial building in Greater London.
