ANNEX The Chancellor of the Exchequer recently circulated to the Sub- ###mmittee on Industrial Problems a paper (R(I) (45)12) dealing with ###rangements for the holding of patents and the development and ###mmercial testing of inventions. I have been in correspondence ###th the Chancellor on the application of these proposals to ###riculture, and he has invited me to circulate a memorandum setting ###t what has already been done and what I am proposing for the ###ecial needs of the industry. I have no comments on the Chancellor's proposals in regard to a ###tional Research Trust.
