The previous Paper was submitted by the Chancellor of the Exchequer, because the Treasury had undertaken to co-ordinate the views of the Departmentson the particular recommendation about setting up a National Research Trust. It will now be for the D.S.I.R., if the Lord President of the Council agrees, to work out the detailed proposals but I think that the President of the Board of Trade should take the lead in preparing legislation.
