It is probable that no approach will be made to us by the U.S.A. until their pool has been set up, when an invitation will be -given to the United Kingdom to join it. It seems to me desirable that we should not await the formation of the U.S. pool, or the publication of their Bill, but should now take the initiative in proposing to our own industry the formation of a similar pool for United Kingdom radio patents. A pool in this country which held the Government patents and a large proportion of those owned by firms would be in a position to grant licences to cover most, if not all, civil developments, and manufacturers would be able to make their plans for future manufacture with some confidence.
