-2- no question of the Government actually carrying out in industry the arrangements which may be found advisable in any establishment, and the basis of future operations must be one of co-operation and help, with the first incision into any industry through firms who would volunteer. There are already many firms who have applied for such assistance. 6. Accordingly, I do not propose to base the service upon the use of sanctions to force an unwilling co-operation from industry. The Adviser selected to handle the case (after the initial approach) would spend a short period in the firm as a preliminary to agreeing with the Management a programme of improvements which the latter would carry out in the interests of greater efficiency.
