At their meeting on 8th November, 1945, the Sub-Committee had given preliminary consideration to Memoranda by the President of the Board of Trace covering reports dealing respectively with (i) recent progress in the Development Area and (ii) the improvement of basic services in those areas respectively. (L.P. (45)170 and L.P. (I) (45)6). The Sub-Committee now resumed consideration of these Memoranda. THE PRESlDENT OF THE BOARD OF TRADE said that it must be recognised that the approved programme of factory building shown in L.
