5. So far as the oil companies are concerned, they willing to take their tonnage back, but agree that, for some interim Periods control by licence will be necessary. 6. I have discussed my proposals with the Minister of Fuel and Power, who accepts them. Various matters of detail can be satisfactorily concluded before the end of the year and I have no doubt that the transition from the one form of control to the other will be smoothly made. It may even be found unnecessary to impose the complications of a licensing system upon Coasting and Short Sea tankers and, if I find that to be so, I shall restore these small vessels to their owners at a date to be fixed by agreement.
