APPENDIX POINTS TO BE COVERED IN PROPOSED BILL I. Compulsory early retirement Existing powers to grant pension to civil servants retiring before age 60 are confined to the grant of proportionate pension in cases of retirement on grounds of (a) ill-health, (b) abolition of office, or (c) inefficiency. The inefficiency provisions date from an Act of 1887, under which details of each case have to be laid before Parliament. This requirement, coupled with the wording of the Statute, involves an element of public stigma which deters Departments from applying the Act save in occasional cases of flagrant inefficiency.
