remaining exporting countries have been approached but it is probable that they will not be prepared at present to give any binding undertaking. They will contend that it is too early yet to assess the risk involved and I do not think that a high level approach would be any more successful. (f) I do not consider that the time has come for this approach. The Cereals Committee of the Combined Food Board have not yet completed their discussions with claimant countries as to their requirements up to the 30th June next, and until this has been done it is not possible to measure the extent of the world wheat deficiency.
