3. The relaxations approved by the President became effective on 19th November, and he expects that there is likely to be an outcry from the poster makers and users. He is accordingly anxious, if the restriction on the use of paper for outdoor advertising is to be maintained, that an early decision should be taken by the Lord President's Committee that there should be legislation as soon as practicable to preserve amenities by prohibiting the offensive display of outdoor advertisements. 4. I am most anxious that paper should not become available without restriction for advertisement posters until the control of outdoor advertising has been improved.
