of a Chairman, Deputy Chairman and seven other members appointed by the Minister from among persons with appropriate qualification (sub-section (3)). Their salaries and allowances 8:5 to be fixed by the Minister with the approval of the Treasury (sub-section (5) and their appointment, tenure of office etc. will be laid down in regulations (sub-section (6)). 7. Section 3 empowers the Minister to give the Board general directions as to the exercise and performance of their functions in relation to matters appearing to the Minister to affect the national interest.
