CABINET LORD PRESIDENT'S COMMITTEE POLITICAL ACTIVITIES OF CIVIL SERVANTS Memorandum by the Chancellor of the Exchequer In May 1943 the Staff Side of the National Whitley Council urged that there should be some relaxation from the rule whereby civil servants, although allowed to vote and to belong to political Parties, must maintain a reserve in political matters and not put themselves forward prominently on one side or the other.
