The necessary adjustment in the arrangements for disposal may necessitate modifications in the White Paper policy. If I am to be the Minister answering for disposal policy in the White Paper field, I feel I must ask for the necessary co-ordinating authority. (b) That, where the Negotiating Department is different from the Disposal Department, the former should be responsible for watching the working of the scheme in practice and adjusting it as necessary, in consultation with the Disposal Department.
