WHEAT SUPPLIES FOR GERMANY Note by the Lord President of the Council.

(a) Should the Cabinet decision that 112,500 tons of wheat should be shipped to Germany at once be implemented, on the understanding that the Chancellor of the Exchequer will agree to the replacement of the quantity shipped by dollar wheat? (b) Should a decision to ship any further supplies towards the 464,000 tons asked for up to the end of 1945 be deferred (i) until a report has been received from the mission which is being sent to Germany or (ii) until a reply has been received to the representations made to exporting countries that they should reduce their stocks to the International Wheat Agreement minima? (c) Should we take the risk of sending in addition to the 112,500 tons already agreed to up to 351,500 tons (i.
