There is no other way of preventing a prolonged famine with ###ts evil consequences - epidemics and disorder. Once the working stocks have been built up, further shipments ###ill be required monthly at the rate of 132,000 tons until December and 152,000 tons thereafter. These amounts are arrived at as follows:- Average monthly requirements to maintain the ration of 1550 calories 252,000 tons now 272,000 tons* as from January Indigenous monthly supply 120,000 tons Balance 132,000 tons now 152,000 tons as from January In the course of the Cabinet discussion, it was suggested that it might be desirable to send a small Mission to Germany, including a representative of the Ministry of Food, in order to ascertain whether the demands for wheat for Germany could not be pruned and to ensure that every effort was being made to collect wheat from the German harvest.
