I hope my colleagues will agree that the Government should, as a matter lay down minimum standards for flour governing its content and that for this purpose it will accept the minimum the Conference. (See paragraph 64 of of permanent policy, of essential nutrients, quantities unanimously recommended by Annex.) 6. It will be seen that the Conference was not unanimous as to whether this minimum standard should be achieved by prescribing a high extraction rate for flour and thus retaining the natural constituents of the wheat, or whether it should be achieved by adding synthetic nutrients to low extraction white flour.
