3. Prospective Developments Export targets have now been put before trade associations or discussed with individual firms subject to licensing control in a large number of industries, which are set out in schedule II. But the continu### serious shortage of labour still severely restricts the number of trades to which I can justifiably put reasonable targets and prevents me from putting anything more than very modest and short term targets in most cases to individual firms. Until munitions cuts and demobilisation have proceeded much furth### I cannot, therefore, hold out any hope of a really rapid expansion of exp### However, the most recent employment figures available, which are the best guide to the rate at which industries are turning over to export, show th### appreciable progress is being made.
