It ###ould be objectionable if, in order to be entitled to ratify a convention in respect of minimum wages, the existing joint voluntary machinery had to be replaced by direct statutory fixing of wages. Much of the difficulty in regard to the ratification of previous International Labour Conventions relating to seamen has been due to the unwillingness of both sides to see their voluntary machinery weakened by direct Government intervention.
