I should like the permission of my colleagues to make a tatement at an early date as regards the Government's policy in ###espect of the nationalisation of shipping. I could not myself ###ecommend the nationalisation of shipping in present circumstances, ###nd I think it would have a steadying effect if we were to make a ###eclaration in that sense.
