The nucleus of employment at these factories based on their lowest economic operation can be put at 22,500 persons distributed as to;- London 6,400 Midlands 4,500 North West 4,500 North East 2,750 Scotland 1,700 West of England 250 South Wales 2,400 This would require orders in the region of £10 million a year, for which we should look normally to the three Service Departments. But insofar as orders were not forthcoming from the Service Departments to this level, alternative work would be needed.
