CONTROL OF BUILDING MATERIALS 1. Departments will submit every quarter - that is to say by the 15th February, May, August, November - their building and civil engineering labour requirements for each of the two immediately subsequent quarters. These demands should show maintenance and housing requirements separately from other requirements and should, as far as may be possible, be broken down regionally. 2. From these demands and based on the estimated supply of labour as agreed with the Ministry of Labour, the Ministry of Works will prepare a draft National Building Programme showing the proposed departmental global ceilings for each of the next two quarters.
