discretion to cases in which there is unlikely to be merit, the effect in many cases would be unduly restrictive on the Electoral Registration Officer, and would not allow him to reject an application where, although the removal was across a local boundary of some kind, the applicant would, in fact, have no serious difficulty in voting in person. In any case the merit of an application will generally depend on the ease or difficulty of transportation, for which the definition of areas provides no satisfactory criterion.
