LABOUR CONTROLS. Memorandum by the Minister of Labour and National Service

2 With regard to (a) it may still be necessary to use the power of direction in respect of men and women over the age of 30 in the case of certain special categories of labour such as skilled or experienced building labour operatives, coalminers and nurses. The power would not be used, however, for persons over 30 years of age to direct workers to transfer from one industry to another, but only to promote transfers within the industry. Any such exceptional measures would be subject to prior consultation and, if possible, agreement with representatives of both sides of the industry concerned.
