4. Premises The fundamental cause of the difficulty is that though search for premises was started in good time the Factory and Storage Control found themselves able to offer us only a more handful of premises for conversion to Training Centres and that of the few premises which were provisionally ear-marked for this purpose last year all except one were subsequently withdrawn to be used for other purposes, principally for use by the Ministry of Works for the storage of housing components. The result was that early this year we had to embark on an extensive programme of constructing new Centres of which 33 are required.
