To make the Fire Service Authorities in Scotland the County Councils and the Town Councils of large burghs would give a total of 55 Fire Authorities, as compared with 228 under the Act of 1938; but many of these units would still be so small as to be incapable of maintaining individually a Fire Brigade of reasonable size and efficiency.
