2 II. The amalgamation and development on a wide basis of the Home Helps and Domestic Helps schemes by— (i) making it obligatory on all Local Authorities to institute such schemes under which home-helps are employed by the Local Authority and supplied to households in need, that satisfy the conditions laid down, at a charge varying with the ability of the household to pay; (ii) requiring the Institute to supply trained domestic workers to approved households able to pay only a proportion of the full cost of such domestic help, the remainder being recovered from public funds.
