Bulk purchase is, of course, only one method by which the price level of building materials can be influenced, and I recognise that the whole question of prices needs to be borne in mind in connection with the proposals in the paper. At the same time an early statement of policy with regard to bulk purchase is necessary. 7. I accordingly recommend that the Government should:- (a) Invite industry to carry on as at present in the immediate future. (b) Appoint an expert committee to advise it on the extent to which recourse should be had to bulk purchase or production agreements to achieve definite objectives to be laid down in the terms of reference.
