Demand, though fluctuating, remains generally in excess supply but now that the war with Japan is over I feel that ### need for night journeys on urgent business of national ###portance should be less and that the general public is entitled a greater share of sleeper accommodation. I should like to ###ange this now even at some inconvenience to those who have ###herto enjoyed the privilege of priority reservations. Subject to the concurrence of my colleagues, therefore, propose to reduce the proportions of berths retained for ###ority passengers to 50% of the 1st Class and 25% of 3rd Class ###ths.
