TRUNK ROADS BILL. Memorandum by the Minister of War Transport

The proposed Bill would empower the Minister to make an Order for the purpose in connection with Trunk Roads, with the proviso that the Order shall be subject to parliamentary approval* if either (a) any navigation authority or catchment board concerned with the waters affected raise objection to the Order; or (b) the Order makes provision for the charging of tolls. (See Conclusion (2) relating to Severn Crossing, con- tained in minutes of Home Affairs Committee of 13th July, 1945.) 8. In view of the difficulty and delay experienced in the past in carrying out much needed improvements for widening or reconstructing privately owned bridges on trunk roads, it is proposed that as from the coming into force of the Act, the bridges which carry a trunk road shall be transferred to and vest in the Minister.
