NATIONAL PARKS. Memorandum by the Minister of Town and Country Planning.

5. I propose, therefore, that the introduction of legislation on the lines set out in paragraph 3 above should follow close upon the launching of the main Town and Country Planning Bill referred to in my paper H.A. (45) 21. Meanwhile, I will so exercise my existing powers of control as to secure that no development harmful to their future use as National Parks is permitted in any of the areas set out in the Dower Report. 6. I think, however, that an early statement on this subject will be expected and is desirable, in order to strengthen my hand meanwhile in the exercise of my powers of control; and I have included a paragraph for this purpose in the draft statement in Appendix IV to my paper H.
