(45) 21) on the establishment of Satellite Towns was ###rculated to the Home Affairs Committee by my predecessor. 2 I agree with the recommendations in that memorandum, la###d I hope that it will be possible to give early consider- a###ion to them. There are no existing powers which would enable the ###d of organisation to be established which, in my view, is necessary for the purpose of purchasing, administering and developing the area selected for a Satellite Town.
