that the payable by the State; (v) that there should be a general power to purchase land compulsorily in cases where the owner is unwilling to make land available for such development as is found, after a public local enquiry, to be required in the interests of good planning and would not otherwise be secured. 5. This statement of minimum requirements was adopted by the Coalition Government as a basis for discussion, but was not debated in the House of Commons. In the debate in the Lords the White Paper proposals were strongly criticised on the grounds that:(a) the proposed Land Commission ought to operate as a central purchasing authority for all land required to be taken into public ownership; and (b) immediate decisions ought to be taken on the question of compensation, in place of the five years' deferment proposed in the White Paper.
