7. In effecting the withdrawal from industry, I propose to leave untouched the supplies of graded coal at present flowing to the British Sugar Corporation and the glass and rayon industries. Any interference now with the accumulation before the commencement of the refining season of the minimum stocks required by the Beet Sugar processing factories would result in the loss of part of the crop; remedial measures at a later date would be technically impossible. In the case of glass and rayon, which are continuous process industries, stoppage of production causes serious damage to plant and this must be avoided.
