The time factor is new different. It should be possible to have a Bill dealing with the Report as a whole ready for introduc- tion early in the new Session. There are obvious advantages in proceeding by way of a single Bill - not least the fact that if a Bill dealing with furnished lettings precedes the main Bill it will be necessary to set up a number of Tribunals adjudicating on the rents of these lettings, and very shortly afterwards to follow this by setting up further Tribunals probably not covering identical areas to deal with unfurnished houses.
