entails also that the staff must be trained and in post and all stationery, leaflets, etc. provided by the 1st January, 1946. The chief forms must be settled and sent to the printers by the end of the current month and for this purpose the provisions of Regulations which will affect the contents of the forms and leaflets must be substantially determined within the same period. It will be necessary for me to consult the Committee in connection with certain of the Regulations which involve questions of principle.
