HIGHWAY POLICY - ESTUARIAL CROSSINGS. Memorandum by the Minister of War Transport.

4. The present proposal for a crossing at Beachley - Aust has been made by a Joint Committee of the two County Councils (Gloucester and Monmouth) and the cost of investigation and reports by consulting engineers has been borne as to 75% by the Road Fund. The Joint Committee recommended that the crossing should be by bridge and that, if satisfactory arrangements could be made with the navigational interests, the bridge should be of the multi-span type. As a result of the decision of the Reconstruction Committee, responsibility for obtaining powers for the crossing and for its construction now falls upon me.
