3. Home production of newsprint is at present 150,000 tons a year, of which 25,000 tons is used for purposes other than newspapers. It is hoped that it will be possible to increase production in 1946 to 400,000 tons and in 1947 to 600,000 tons; this will, however, depend on how soon and in what quantities shipments of pulp from the Baltic can be made. In 1948 the pre-war figure of production of 800,000 tons a year should be achieved. These rates of production would, if the overseas purchases described in paragraph 6 are approved, restore the pre—war ratio of home produced to imported newsprint.
