8. while the Minister of Supply has power under the Control of Paper Orders to license the publication of such a newspaper if it is proved to his satisfaction that special circumstances exist, it is felt that this particular case is one which goes beyond the Departmental responsibility of the Ministry of Supply- No licence has been granted up to the present time of such a nature as this and the guidance of the Committee is now sought as to the\decision to be given.
