of the specified conditions (including the condition as to a landlord wanting the house for his own occupation) is fulfilled. It will be seen that the Act goes out of its way to emphasise the discretionary element and there is no doubt that county court judges have made full use of it. in general to great advantage. But the proposal to give a landlord in the circumstances specified an absolute right to the order is recommended by the Ridley Committee which included in its membership a very experienced county court judge, and provided that the court has a measure of discretion in the matter of suspending the operation of the order, I see no serious objection on any technical grounds.
