to damp down local optimism. Nevertheless, I apprehend a period of increased tension and possible disorders which will not only have a long term effect upon the relations of the administration with the people of the Colonies, but will give to this country and to the outside world a picture of Colonial unrest, which quite unfairly will be attributed administrative faults. to I fully recognise the difficult position which exists and am appreciative of all that my colleagues have done to help me. I can, therefore, only ask that this Committee should take note of the dangers which I foresee and that those of my colleagues responsible for supply and shipping allocations should continue to consider applications on behalf of the Colonies with every sympathy and against the background of the circumstances explained above.
